Explanation

Section 313 says the term “notary public” includes “any person appointed to perform notarial functions,” and § 312 requires the officer authenticating the certificate to attach a certificate under his hand. In notary procedures, the notary public is the officer who makes and issues the certificate of acknowledgment or proof.
